How Much Stamp Duty Is Payable on a Home at The Arcady?
How BSD, ABSD and SSD apply to a home at The Arcady at Boon Keng, with every IRAS rate tier, a worked BSD example and when duty is payable.
A home at The Arcady at Boon Keng is paid for under the normal progressive payment scheme, the standard schedule for a building under construction under the Housing Developers Rules. The buyer pays a 5% booking fee in cash and 15% on signing the sale and purchase agreement, then the balance in stages as construction is certified, ending with 25% at TOP and 15% at the Certificate of Statutory Completion.
Under a progressive payment scheme the purchase price is not paid in one sum. It is split into instalments, and each instalment after the first two falls due when the matching stage of construction is certified. The schedule for The Arcady follows the standard set out in the Housing Developers Rules:
| Stage | Instalment | Cumulative |
|---|---|---|
| Booking fee, on the option to purchase | 5% | 5% |
| Signing the sale and purchase agreement (within 8 weeks of the option) | 15% | 20% |
| Completion of foundation | 10% | 30% |
| Reinforced concrete framework | 10% | 40% |
| Brick walls | 5% | 45% |
| Ceiling | 5% | 50% |
| Doors, windows, electrical wiring and plumbing | 5% | 55% |
| Car park, roads and drains | 5% | 60% |
| Temporary Occupation Permit (TOP) | 25% | 85% |
| Certificate of Statutory Completion | 15% | 100% |
The first two payments, 20% in total, are made before any construction stage is involved. The remaining 80% is spread across the building programme, with the largest single instalment, 25%, due at TOP when the home is ready to be handed over. The payment scheme page for The Arcady sets out the same schedule alongside the purchase timeline, and the progressive payment calculator turns each percentage into a dollar figure for any chosen home.
Because instalments follow certified stages, the point at which a buyer books affects how the payments fall. A buyer who books before a stage is certified pays that instalment later, when the certificate is issued. Where some stages have already been certified by the time of booking, the instalments for those stages become payable without that wait. The Sales Concierge confirms which stages are certified at the time of booking, so the cash and loan plan can be built on the actual position rather than an assumption.
The developer's expected date for vacant possession is 31 December 2028. Legal completion is expected by 31 December 2031, or three years after the notice of vacant possession, whichever is earlier. These dates, together with the building plan approval and other particulars, appear on the project details for The Arcady at Boon Keng.
The 5% booking fee is paid in cash when the option to purchase is granted. After that, the buyer's own contribution must include a minimum cash downpayment, which depends on how many housing loans the buyer already has outstanding:
For a buyer with no existing loan, the 5% booking fee meets the minimum cash requirement at a 75% LTV. The rest of the downpayment above the minimum cash amount may be met from cash or, where CPF rules allow, from CPF savings. The CPF Board sets those rules, and the buyer's bank and conveyancing lawyer can confirm how they apply to a particular purchase.
The downpayment and the progressive schedule fit together in a simple way. With a 75% loan, the buyer funds the first 25% of the price, so after the 20% paid by the sale and purchase agreement, the buyer pays half of the 10% foundation instalment and the loan covers the other half. With a 45% loan, the buyer funds 55%, which carries through the doors, windows, electrical wiring and plumbing stage, and the loan takes over from the car park, roads and drains instalment.
The amount a bank can lend is capped by MAS rules. The limits as at October 2026 are:
| Outstanding housing loans | Maximum LTV | LTV if tenure exceeds 30 years or runs past age 65 | Minimum cash downpayment |
|---|---|---|---|
| None | 75% | 55% | 5% (10% at 55% LTV) |
| One | 45% | 25% | 25% |
| Two or more | 35% | 15% | 25% |
The maximum loan tenure for private property is 35 years. Every loan is also tested against the Total Debt Servicing Ratio, which caps total monthly debt repayments at 55% of gross monthly income, using a medium-term interest rate of 4% or the loan's own rate, whichever is higher. Variable income is counted after a 30% haircut. The TDSR calculator estimates how much can be borrowed, and the housing loan information page explains each rule in more detail.
